How weather forecasters deal with dreary forecasts

OF ENVIRONMENT CANADA AT 3.30 PM EST MONDAY 28 FEBRUARY 1994 FOR
TONIGHT TUESDAY AND WEDNESDAY.
THE NEXT SCHEDULED FORECAST WILL BE ISSUED AT 9.30 PM.

SYNOPSIS.
  MARCH WILL ARRIVE LIKE A COLD LAMB...
  A VERY WEAK DISTURBANCE WILL CROSS SOUTHERN ONTARIO TONIGHT
BRINGING CLOUDS AND POSSIBLY A FEW FLAKES OF SNOW WITH IT.
ANOTHER ARCTIC RIDGE WILL MOVE IN ON TUESDAY.  THE STRENGTHENING SUN
WILL TAKE SOME OF THE NIP OUT OF THE AIR KEEPING THE LAMB-LIKE
ARRIVAL OF MARCH ON NOT TOO BAAAD OF A NOTE.
