Elected heads of state

During the Prime Minister's question time in the UK's House of Commons on November 15, William Hague, the leader of the Conservative party that current represents the loyal opposition, was questioning Prime Minister Tony Blair on his views concerning Britain's role in the European union. Trying to catch Blair on his description of Europe as a "superpower"-- that is, suggesting that this "superpower" would just engulf the United Kingdom if it ever came to exist, he had this to say--

     And now that he has argued for a superpower, all that he can say 
     when the German foreign minister called yesterday for an elected 
     head of Europe was that "the time is not right" for this idea.   
     Can he think of a "superpower," as he would have it, that has not 
     had an elected head? 

Whereupon several Members of Parliament shouted out "America!"

(After a few moments, Blair responded, "I think in view of the events of the last week, that's a rather unwise question to ask me.")
