One of my best friends is a lieutenant in the local city's police department. We were talking about events in movies and real life relating to law enforcement and my question was about a common phrase heard all the time. "If a person is considered 'armed and dangerous,' is it possible for a person to be considered 'armed, but not dangerous?'" I reasoned, as the situation may involve a person who has a CCW (concealed weapons) permit but is not considered violent.

His response was, "Yes, if you could see the guys in our department shoot."
